II. Organizational ContextSomaliland journalist association (SOLJA) was established in 2003 with a view to empower member journalists and ensure high standard of journalism/reportage in Somaliland journalist association (SOLJA) which has its headquarter in Hargeisa is nongovernmental organization and nonprofit making.
The association consists of 283 journalist members from all media houses and individual freelance journalist in Somaliland including male and female. The association has an adequate
III. Functions / Key Results Expected
Summary of Key Functions: ¨ Governance structure and integrity management ¨ Staff administration ¨ Financial management ¨ Internal control ¨ Procurement
1. Governance structure and integrity management ¨ Management board and functional committees ¨ Conducting meeting ¨ Code of conducting ¨ Conflict of interest ¨ Transparency and accountability
2. Staff administration and Office management ¨ General control and Recruitment system. ¨ Administration audit, ¨ Office communication ¨ Filling record keeping ¨ Setting resource center ¨ Monitoring of staff attendance ¨ Performance appraisal and disciplinary action.
3. financial management:
¨ Policies, procedures and guidelines ¨ Budgeting ¨ Payment procedures ¨ Financial reports internal and external auditing ¨ Procurement policy ¨ Purchasing quotations and purchase by order ¨ Control assets and inventory items
IV. Impact of Results The key results have an impact on the overall SOLJA Office efficiency in financial and administration management and success in introduction and implementation of operational strategies. The increase of SOLJA capacity to mobilize resources is also an expected output.

VI. Recruitment Qualifications
Education:
University Degree in Business or Public Administration, Economics, Political Sciences or related field is desirable.
Experience: ¨ 3-5 years of relevant experience in mine action at the national or international level in providing management advisory services and/or managing staff and operational systems; ¨ Experience in leading strategic planning, results-based management and reporting; ¨ Experience in implementing financial and administration operational strategies and procedures; ¨ Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements:
Fluency in spoken and written somali and English.
